October 2020

October 7, 2020:

The Fremont County Board of Supervisors met in regular session on October 7, 2020, in the Fremont County Courthouse Boardroom, with Hickey, Sheldon, and Graham present. A quorum was declared, and the meeting officially called to order at 9:00 a.m. Minutes of the previous board session were read and approved. The agenda was approved as posted. 

Let the records show that IT Arnold Emberton and Sandy Parmenter with Valley News Today were present by telephone.  

Supervisor Graham discussed his I-29 Corridor Project Meeting. The group discussed what they envision for the future. They are looking at setting up public input meetings. They asked the members what things they love about their county, what would make living here better, and what they envision fifty years in the future. They are reviewing the comprehensive plan from 2006 and the housing study from 2017. They will continue with these meetings. The board will continue with flood updates each week.   

Engineer Dan Davis did not meet with the board regarding the signings of the title sheets as there was an issue with the paperwork. 

Motion made by Sheldon to approve the renewal of the Class C/Sunday Sales Beer Permit for The Junction (Cubby’s). Motion carried unanimously. 

Motion by Sheldon to approve the following new hire for the sheriff’s office. Motion carried unanimously.

RESOLUTION NO. 2020-47

BE IT HEREBY RESOLVED by the Fremont County Board of Supervisors this 7th day of October, 2020, that the following individual shall be approved as a Deputy for the Fremont County Sheriff’s Department, as requested by Fremont County Sheriff Kevin Aistrope. The effective date of employment shall be September 28th, 2020:

Motion by Graham to allow Chairman Hickey to sign asbestos agreement with Terracon for buyout inspections. Motion carried unanimously. 

Motion made by Graham to allow Chairman Hickey to sign the GAX Form to draw from the CDBG Grant for the East and West Nishnabotna Watershed Project. Motion carried unanimously. 

In other business, the Recorder’s Monthly Report for September was approved. 

Claims were approved for October 9, 2020

At 9:09 a.m., there being no further business, Sheldon made a motion to adjourn. Motion carried unanimously.

October 14, 2020:

The Fremont County Board of Supervisors met in regular session on October 14, 2020, in the Fremont County Courthouse Boardroom, with Hickey, Sheldon, and Graham present. A quorum was declared, and the meeting officially called to order at 9:00 a.m. Minutes of the previous board session were read and approved. The agenda was approved as posted. 

Let the records show that IT Arnold Emberton was present by telephone. Assistant County Attorney Tyler Loontjer, Assistant Engineer Robbie Kromminga, and Veronica Barreto-Rosa with the Hamburg Reporter attended in person. 

Supervisor Graham updated the board on the IEDA I-29 Corridor Project. Public meetings are being planned and hope to be finalized tomorrow. Tentatively there are two meetings being planned. One meeting will be for the Pacific Junction/Highway 34 area and will be held on October 28th at 6:00 p.m. with the location to be determined. The other will be the Hamburg/Highway 2 area and will be on October 29th at 6:00 p.m. with the location to be determined. Graham stated they will hopefully confirm those locations at a meeting tomorrow. The board will continue with flood updates each week.   

Assistant Engineer Robbie Kromminga Dan Davis met with the board regarding the following:

Motion by Sheldon to allow Chairman Hickey to sign two title sheets for Project ER-CO36(85) - - 58-36 (on J-24 from L-31 2.431 miles to West of Thurman),  and Project FM-CO36(89) - - 55-36 (on J-10 over BNSF RR from L-31 0.112 miles). Motion carried unanimously. 

The board discussed two applications for residents to withdraw from the buyout program. Motion by Graham to allow Chairman Hickey to sign the buyout withdraw forms for Burge and Ware. Motion carried unanimously. 

Supervisor Sheldon briefly discussed a property that is on the buyout list that has been fixed up and is being lived in near Percival. The board will reach out to Alexsis Fleener with SWIPCO regarding this matter. 

The board discussed rescinding Resolution No. 2020-40 regarding requesting reimbursement from the Iowa COVID-19 Government Relief Fund. The reason for rescinding is a change in the dollar amount and dates.

Motion by Graham to approve Resolution No. 2020-48 rescinding Resolution No. 2020-40 requesting reimbursement from the Iowa COVID-19 Government Relief Fund. Motion carried unanimously.

RESOLUTION REQUESTING REIMBURSEMENT FROM THE IOWA COVID-19 GOVERNMENT RELIEF FUND

A resolution by Fremont County to request reimbursement for eligible costs related to the COVID-19 public health emergency from the Iowa COVID-19 Government Relief Fund.

WHEREAS, the United States Congress approved the Coronavirus Aid, Relief, and Economic Security (CARES) Act to provide economic relief related to the COVID-19 pandemic.

WHEREAS, Governor Kim Reynolds allocated $125 million of the State of Iowa's CARES Act funding to local governments for direct expenses incurred in response to the COVID-19 emergency.

WHEREAS, local government funding reimbursements may only be used for necessary expenditures incurred due to the COVID-19 pandemic, were not accounted for in the current fiscal year county budget, were incurred during the time period of March 1, 2020 through July 31, 2020 and have not been reimbursed from other sources.

NOW, THEREFORE BE IT RESOLVED, Fremont County requests reimbursement of $14,427.40 in eligible expenditures in response to the COVID-19 public health emergency.

BE IT FURTHER RESOLVED, Fremont County affirms that the above requests for reimbursement follow all formal published Federal and State of Iowa guidance on how the funds should be spent, and understand if the reimbursements are misrepresented, the local government will be liable for any applicable penalty and interest.

HEREBY RESOLVED by the Board of Supervisors for Fremont County on this 2nd day of September, 2020.

Motion was made by Graham to rescind Resolution No. 2020-40 and replace it with Resolution No. 2020-49

BE IT FURTHER RESOLVED, Fremont County affirms that the above requests for reimbursement follow all formal published Federal and State of Iowa guidance on how the funds should be spent, and understand if the reimbursements are misrepresented, the local government will be liable for any applicable penalty and interest.

HEREBY RESOLVED but the Board of Supervisors for Fremont County on this 14th day of October, 2020.

Motion by Graham per request from the City of Tabor to appoint Colleen Crom as a non-resident member to fill one of two vacancies on the Tabor Library Board of Trustees. Motion carried unanimously. 

Claims were approved for October 16, 2020
