July 2017

July 3, 2017:

The Fremont County Board of Supervisors met in regular session on Monday, July 3, 2017, in the Fremont County Courthouse Boardroom, with Hendrickson & Hickey present. Graham was present through teleconference.  A quorum was declared and the meeting officially called to order at 9:00 a.m. Minutes of the previous board session were read and approved.  The agenda was approved as posted. 

Hickey made a motion to approve the Rural Transit System Joint Participation Agreement with SWIPCO. Motion carried unanimously. 

In other business, claims were approved for July 7, 2017

At 9:34 a.m., there being no further business, Hickey made a motion to adjourn. Motion carried unanimously.

July 11, 2017:

The Fremont County Board of Supervisors met in regular session on Monday, July 11, 2017, in the Fremont County Courthouse Boardroom, with Hendrickson, Hickey, & Graham present.  A quorum was declared and the meeting officially called to order at 9:00 a.m. Minutes of the previous board session were read and approved.  The agenda was approved as posted. 

Let the records show that Sandy Parmenter with the Valley News Today was present for this meeting. 

Motion was made by Hickey to approve the Treasurerís Semi-Annual Report.  Motion carried unanimously. 

Motion was made by Graham to authorize Hendrickson sign the updated East and West Nishnabotna River Watershed Project Cooperation 28E agreement with Mills County, SWIPCO and MAPA. Motion carried unanimously. 

Motion was made by Graham to appoint Hickey as the delegate for the Nishnabotna Watershed Coalition Board of Directors. Motion carried unanimously. 

Motion was made by Graham to appoint Hendrickson as the alternate delegate for the Nishnabotna Watershed Coalition Board of Directors. Motion carried unanimously. 

Jack Reed with INCS met with the board regarding HR services and new employment laws. He discussed changes to the handbook and safety manual. He advised the board how the process of changing these will work. It will be worked on in sections and then sent to the county for review. He discussed certain additions and deletions to both. Some of these involve changes in the law since we last updated in 2014. He also discussed new IMWCA and collective bargaining laws and how that will affect the county. He stated that other than a few minor changes the handbook was well written. 

At 9:48 a.m., let the records show that Dave Dreyer joined the meeting. 

At 9:57 a.m., let the records show that Nicolette McCullough with the City of Thurman joined the meeting. 

A public hearing was held for Assignment of Certificate of Purchase at Tax Sale Certificate. At 10:00 a.m., motion was made by Hickey to go into Public Hearing to approve an Assignment of Certificate of Purchase at Tax Sale.  Motion carried unanimously. 

At 10:04 a.m., after hearing from Nicolette McCullough with the City of Thurman, motion was made by Hickey to go out of public hearing and approve the following resolutions regarding the Certificate of Purchase at Tax Sale.  Motion carried unanimously. 

RESOLUTION NO. 2017-47

RESOLUTION APPROVING THE ASSIGNMENT OF CERTIFICATE OF PURCHASE AT TAX SALE TO THE FOLLOWING:

WHEREAS, The City of Thurman, Iowa, P.O. Box 149, Thurman, Iowa, 51654, is desirous of obtaining a certificate of tax sale purchase for $378.00 for the following: 

Parcel Number 490490032000000, Tax Sale Certificate number 2012-00329 Ė East 30í of Lots 6 & 7, Block F, in the Town of Thurman, Fremont County, Iowa, according to the recorded plat thereof.  

WHEREAS, Fremont County is desirous of avoiding the expense of tax redemption procedure, and

WHEREAS, a public hearing on this proposal was held on the 11th of April, 2017 and,

WHEREAS, the transfer of said certificate of tax purchase to the City of Thurman, P.O. Box 149, Thurman, IA, 51654, is in the better interest of the County and is in the better interest of the City of Thurman, Thurman, Iowa, to eliminate any form of liability to Fremont County, now

THEREFORE, it is hereby resolved that the Chairman of the Board of Supervisors is authorized and directed to execute the assignment of certificates of tax purchases of this real estate upon receipt of payment.

RESOLUTION NO. 2017-48

ASSIGNMENT OF CERTIFICATE OF TAX SALE PURCHASE

Fremont County does hereby transfer the certificate of tax sale purchase regarding the described real estate to the City of Thurman, P.O. Box 149, Thurman, Iowa, 51654, as follows:

East 30í of Lots 6 & 7, Block F, in the Town of Thurman, Fremont County, Iowa, according to the recorded plat thereof.  

The county shall endorse the tax sale certificate as necessary to complete this assignment upon receipt of payment of $378.00.

July 18, 2017:

The Fremont County Board of Supervisors met in regular session on Tuesday, July 18, 2017, in the Fremont County Courthouse Boardroom, with Hendrickson, Hickey, and Graham present.  A quorum was declared and the meeting officially called to order at 9:05 a.m. Minutes of the previous board session were read and approved. The agenda was approved as posted. 

Let the records show that also present were Dave Dreyer, Ruth Paper, Harvey Moyer and Sandy Parmenter, Valley News. 

Ruth Paper, George C. Grape Hospital Foundation member, thanked the Board for waiving the green fees and allowing the Foundation to use the Fremont County Golf Course for the recent Hospital Foundation Tournament. 

The Board heard Dave Dreyerís comments regarding the Fremont County Engineer.  The Board requested to hear the Engineerís comments about the issue at the July 25 meeting.

In other business, claims were approved for July 21, 2017

Harvey Moyer visited with the Board.

July 25, 2017:

The Fremont County Board of Supervisors met in regular session on Tuesday, July 25, 2017, in the Fremont County Courthouse Boardroom, with Hendrickson and Graham present.  Hickey was not present for this meeting. A quorum was declared and the meeting officially called to order at 9:00 a.m. Minutes of the previous board session were read and approved. The agenda was approved as posted. 

Let the records show that Sandy Parmenter with the Valley News was present for this meeting. Also present were Dave Dreyer, Roger Stooker, Susan Shepherd, Sherry Bohlen, Haley Hobbie, Rhonda Hobbie, Rick Mount, Cindy Mount, Jason Thompson, & Michele Thompson. 

Engineer Dan Davis met with the board for the signing of a payment voucher with McClure Engineering for Project #BRS-CO36(74)- -60-36 for box replacement over Plum Creek. Motion was made by Graham to authorize Chairman Hendrickson sign the payment voucher. Motion carried unanimously. 

Motion made by Graham to allow Chairman Hendrickson to sign work in ROW Permit for Prairie Telephone Company d/b/a Western Iowa Networks for installation of fiber optic cable beginning 8 miles from Farragut. Motion carried unanimously. 

Motion made by Graham to allow Chairman Hendrickson to sign IDOT Agreement between Fremont County and the IDOT for Federal Aid Highway Bridge Replacement and Rehabilitation Program. This is for Project #BRS-CO36(76)- -60-36 (Bridge Replacement over J34 over Mule Slough). Motion carried unanimously. 

Dave Dreyer spoke with the board again regarding an issue with Engineer Davis. Davis recollected what he could regarding conversations in 2015. Chairman Hendrickson said that he would speak to the county attorney about proper procedure for this matter and put it on the agenda for next week. 

Haley Hobbie & Sherry Bohlen met with the board to request permission to put a vendor tent on northwest corner of courthouse property during the rodeo parade. Hobbie is requesting to sell root beer floats as a fundraiser for an Iowa Music Ambassadors trip to Europe next summer. This will be on the northwest corner of the square down below and not on the courthouse lawn. The city advised them to get permission from the board. Motion made by Graham to allow them to have the vendor tent down on the lower area on the northwest corner of the square. Motion carried unanimously. 

Roger Stooker met with the board regarding the area of 340th Avenue and 242nd Street. There is a drainage issue in this area. After much discussion between Stooker, Dreyer and Mountís about the problems in this area, Davis stated that he will go look and try to come up with a solution to this problem.  

Susan Shepherd with Tabor Hometown Pride met with the board requesting the boardís support for their application to REAP for the purchase of a green space on Taborís Main Street. This space is currently being used for Taborís Farmerís Market and other events in town. Shepherd stated the addition of shaded areas on main street will contribute to reduced heat buildup, improve the air quality, reduce soil erosion and protect the water quality of the area.  A green space will encourage travelers to stop, rest, and shop in this community, adding to the economic benefit. Motion made by Hendrickson to sign the letter of support. Motion carried unanimously.
